electric-buffer-list problem

'electric-buffer-list' does not work when 'Buffer-menu-use-header-line' 
is non-nil.  The problem is that the two topmost lines are not 
reachable (one may not move the cursor to them).

I have verified the problem for 'emacs -q' (both with and without 
'-nw'), for current builds on OpenBSD and MacOSX:

GNU Emacs 21.3.50.1 (i386-unknown-openbsd3.2, X toolkit) of 2002-12-29 
on kirk

GNU Emacs 21.3.50.2 (powerpc-apple-darwin6.3) of 2002-12-27 on troi
