I think that you are correct. I was doing a little work on the
software I'm developing, which bought to light this problem in the
first place. The long and the short of it, is that on my home machine,
it does all appear to be working fine (I didn't notice this before,
because on the smaller screen at home, I normally have sawfish remove
the window frame to get some extra space for emacs). 

So, in short, I think this is not an emacs problem, but something
about the installation of redhat on my work machine. I shall
investigate further, but it does appear not to be emacs, and I fear
that I have been wasting peoples time, for which I apologise!
