Yes, as far as I know. Is there a particular dir I should check
specifically?
I compiled and installed 21.2 without problems (I didn't have to
"make bootstrap", though); 21.3 is being built on the same
filesystem.
If you have permission in all involved directories then there is still
the possibility of problems with individual files. If by some
accident you have a file foo.elc in the target directory owned by
somebody (formally) else, say root, then, unless you are root, trying
to compile foo.el will fail, because you do not have permission to
overwrite foo.elc.
I am not really familiar with the details of the make file, so if your
problem is a lot more complex than this, somebody with a better
knowledge of the make file will have to help you.
