What exactly is the problem?  Are you only referring to the fact that
the correct language environment must be in effect (for instance
by calling set-language-environment) *before* calling
utf-translate-cjk-mode.

That seems completely obvious from the documentation string:

Where the charsets overlap, the one preferred for decoding is chosen
according to the language environment in effect when this option is
turned on: ksc5601 for Korean, gb2312 for Chinese-GB, big5 for
Chinese-Big5 and jisx for other environments.

Remark:

Note that people who object against using Custom are, in their own
judgment, smart enough not to need hand holding.  They are supposed to
be able to read and understand documentation strings.  `:set-after' is
used to tell the computer to do set something before something else.
Documentation strings are used to tell people the same thing.
