    I thought I had.  How can the translation option know to prefer JISX
    if the Japanese language environment isn't in effect?

The translation option *itself* doesn't need to "know" anything except
that whether is enabled.  However, some code in Emacs needs to know to
prefer JISX.

 Perhaps that code can look at the language environment directly.
Then the code that enables the option won't need to look at the
language environment.

There may be some specific difficulty with this approach--I don't
know--but on general principles it is the clean thing to do.
