I didn't think of that, but you're correct that it would prevent
package authors from publishing their doc under the GFDL using
this scheme.  OTOH, I mostly think of this Texinfo section as a
replacement for the `Commentary' section, so it wouldn't make that
much of a difference.  The main benefit is that you can format
the output much better, with indices, cross links and whatnot.

I don't intend to use it as a replacement for separate manuals.
That would indeed be a bad idea.  I'm thinking more along the lines
of "small packages currently not documented in the manual" or
"packages distributed separately from Emacs as single .el files".
