comint-scroll-to-bottom-on-output not respected

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

It seems that the default behaviour in comint modes is to scroll to
bottom.  I prefer the old behaviour, and tried customizing the
variable `comint-scroll-to-bottom-on-output' as per the documentation.
This did not change the behaviour as advertised.

Also, this change in default was not mentioned anywhere I could find,
including the NEWS file.

In GNU Emacs 21.3.50.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2003-04-23 on cut.hotdog.tmp
