I think the window-1252 coding-system defined in language/european.el
has a bug.
        
According to the spec of windows-1252:
        (http://www.microsoft.com/globaldev/reference/sbcs/1252.htm)

        0x8f - undefined
        0x9e - LATIN SMALL LETTER Z WITH CARON

However, in Emacs current:

        0x8f - LATIN SMALL LETTER Z WITH CARON
        0x9e - undefined

Please review this.
