No, Emacs now works successfully.

This was the report:

       Today's CVS snapshot, Fri, 2003 Aug  1  12:23 UTC
       GNU Emacs (i686-pc-linux-gnu, X toolkit)

       When run on a root-owned directory with permissions


       by a non-root user, dired with the optional SWITCHES arguments `alR'

I just checked.  

    emacs -q --no-site-file --eval '(blink-cursor-mode 0)

now works, using 

       Today's CVS snapshot, Sat, 2003 Dec 27 19:19 UTC
       GNU Emacs (i686-pc-linux-gnu, GTK+ Version 2.2.4)
[note this instance was configured with GTK]
