Actually, my fix was wrong/incomplete.  I can't send a new diff just now.

That seems backwards to me.  Why penalize most modes?

In modes which actually need `font-lock-syntactic-keywords' treatment,
I suppose you could modify the behaviour depending on whether
font-lock is on.  Syntactification really should be divorced from
fontification.
