When I invoke Emacs v21.3.50.1 in a cmd shell on MS Windows XP home, it usually works fine. However, if I run emacs -nw -q --no-site-startwhen the command shell window is maximized, the height of Emacs is about twice too high, which I can see, when I use the scrollbars.
See the variable w32-use-full-screen-buffer.There is a tradeoff between working via telnet and working as you expect in a shell window on the desktop. We chose working via telnet as the default, because it is more common to run Emacs in its own window on the desktop, whereas telnet users do not have a choice.
