Image support on MSWindows?

From: Oscar Fuentes
Subject: Image support on MSWindows?

Symptoms:

For a just-compiled Emacs with image support (all formats except gif),
launching it produces this output on the *Messages* buffer:

Loading mwheel...done
(T:\emacscvs\alt_im\bin\emacs.exe)
Loading encoded-kb...done
Loading tool-bar...done
Loading image...done
tool-bar-local-item-from-menu: Invalid image specification

and seems that the start up process stops there, because the .emacs is
not loaded. The toolbar appears as a narrow empty rectangle.

Is image support supposed to work on MSWindows?
