Your symptoms seem unrelated with mouse-wheel.
OTOH they are pretty consistent with other people's experience w.r.t the
jit-lock-stealth background fontification.
Are you 100% sure that only changing the mouse-wheel settings fixed
your problem?
Can you try and see if setting `jit-lock-stealth-time' to nil (also) fixes
your problem?
