I reported this before, and I thought it had been fixed, but it
hasn't:
If you start without a .emacs, customize something, and save the
result, the .emacs that gets created has normal (umask?) permissions.
I think it should be `g-r,o-r', since it can contain sensitive
information. An example is passwords, e.g. in the `mail-sources'
variable.
