whitespace.el is disabled by functions in simple.el

Symptoms:

The default whitespace problem function in simple.el are rather limited
so I started experimenting with whitespace.el.

But whatever I try I can't it to show trailing-whitespace and the
automatic removal or the checking for whitespace will not get enabled.
Functions provided by this library do work.

My guess is that the functions in simple.el take precedence over the
functions in whitespace.el

Furthermore. There is one kind of whitespace problems that whitespace.el
does not yet address: a missing trailing \n. This is hard to spot and
often leads to problems.

In GNU Emacs 21.3.50.3 (i386-unknown-openbsd3.6, multi-tty)
