If there are only characters encodable in Latin-1 in a followup and
the user's `mm-coding-system-priorities' (or locale) prefer Latin-1,
why should Gnus use Latin-9 or UTF-8?

Users of current GNU/Linux distributions often send everything that is
not ASCII-only as UTF-8.  I'd like to be conservative in what I send
and thus send ASCII or Latin-1 if possible.

On the other hand, there are Unicode promoters, who always want to
sent UTF-8 even if iso-8859-* would be sufficient.
