I don't agree. You should always use the lowest common denominator
charset possible -- this principle is also described in one of the
MIME RFCs. If Latin-1 is sufficient, don't use latin-9 or utf-8
because they're arguably not as widely supported.
For Usenet there are also charset guidelines for the individual
hierarchies, which should be followed if possible.
