Yes...and no.  It is only inappropriate behavior for occurrences that are
_not part of the Info text_.  "Node", for instance, in a header should not
be findable.

"Note" and "Menu" are debatable: One could argue that, although a Note is a
structural (navigational) element, it is useful to be able to search for the
next Note. However, TAB does that; it takes you to the next Note or next
menu item, so there is no need to use `s' to search for "Note" or "Menu"
(when that is used to indicate a note or a menu, and is not strictly part of
the manual text).

  I understand your argument, but I'm not sure I fully agree.  In any
  case, it's not something I want to spend time on.
