window resizing not working properly

Symptoms:

Hi

I split the current window into two with [C-x 2]. Then I try to resize
the window with the mouse, but I only can enlarge the lower window,
not the upper one. I other words: I can move the bar in the middle
upwards with mouse-1, but not downwards.
