Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Instead of seeing the federal holidays in Germany I see a lot of 
so-called religious and foreign holidays:

In GNU Emacs 21.2 it works fine to set the holidays to their legal 
values which has stopped with the first introduction of a version 21.3.
