Indeed.  And I agree that syntax-ppss is the way to solve those problems.
But syntax-ppss does not work correctly in all modes, so I still recommend
we wait for post-21.4 to install this change and we should then provide
a way for major modes to explicitly turn on (or off) the "ignore match in
comment/string".
