4th arg of rmail-resend unused?

Symptoms:

The fourth argument of the function `rmail-resend' seems to be unused:
the value does not occur in the function.  The variable
`mail-personal-alias-file' on the other hand _is_ used in the
function.  Perhaps the argument `mail-alias-file' is intended to
override locally the value of `mail-personal-alias-file', but it was
not renamed, or a local `let' binding was not added?

There are no indications that the argument is obsolete.
