I don't see anything wrong here.

  be loaded?  It feels like you're trying to be annoying.  ]

I have no idea what you're trying to say, here.
Of course "xterm too can display some utf-8 glyphs".  Please be very
specific, always.

This doesn't say anything about your xterm: it tells you what Emacs has been
told to believe about the underlying xterm.  Only you can check whether that
configuration is correct or not by seeing whether non-ASCII chars are
properly displayed.
