The described behaviour seems naturally for me, so it should be the
default behaviour when this is agreed by the most people. Make the other
behaviour customizable. Even better: drop dir in some region in a dired
buffer a new buffer opens a new buffer, in another region copies dir. Or
make it dependable by pressing a shift key.
