I often see inexplicable errors after doing "make bootstrap".  I've
found that, horrible though it sounds, they all go away if I
_completely delete_ my CVS directory, and get a clean checkout, and
start over.  I guess there's some flaw in the makefile somewhere that
causes it to fail to rebuild something important.


Yes, sometime that helps, but in this case the problem was that cc-mode required cl functions. It has been fixed now.
