Presumed bugged: `read-abbrev-file'

emacs -q
M-x emacs-lisp-mode
M-x abbrev-mode

Abbrev-mode works, abbrevs are expanded.

While checking

M-x read-abbrev-file RET RET

read-abbrev-file: Cannot open load file: ~/

This error doesn't occur, if running
`read-abbrev-file' in debug-mode.

Cann't see the reason.
