Another recipe:

$ emacs -Q
C-x 3 C-x  2 RET RET RET  RET (enough to make the  scroll bars useful)
Then `zzzzzzzzzzzzzzzzzzzzzzzzzzz' and  the scrollbar will get bigger,
even if the line doesn't span over multiple lines.
