Ok, found the problem. An misconfigured pserver. The indetd.conf line needs


Currently it is...
cvspserv stream tcp nowait root /usr/local/bin/cvs -f --allow-root=....
  when it should be...
cvspserv stream tcp nowait root /usr/local/bin/cvs cvs -f --allow-root=....
