AFAIK this interprogram communication feature takes as a direct result of
a user action such as mouse-click or mouse-move or mouse-release. So if we
receive such an event it means the user has just moved the mouse (with the
button pressed) or released a mouse button. Such user actions should happen
in the middle of a key sequence, methinks.
You can give the user that recommendation, but that is not the issue.
The issue is what Emacs should do if the user doesn't follow that
recommendation.
The crucial point is that drag-and-drop events are not parts of
other key sequences and cannot be confused with them.
