I've just installed xfonts-terminus package on my Debian
system, setup this X resource:

Emacs.font:             -xos4-terminus-medium-r-*-*-20-*-*-*-*-*-iso10646-*

and started Emacs.  But, (global-set-key "\M-e" [3876]) and
M-e correctly inserts Euro sign (of latin-iso8859-15
charset), and is displayed correctly by this font.
-xos4-Terminus-Medium-R-Normal--20-200-72-72-C-100-ISO8859-15

Of course, (insert 3876) also has no problem.
