Yes, this is a bug in deb-view.el, which is not part of Emacs.
Please file a bug in the Debian BTS against the `debian-el' package.
(Note that this is not a bug in emacs-snapshot.)

As noted in its first paragraph, the man page is not maintained. For an
up-to-date list of command-line switches, use emacs --help, or see the
Appendix C of the manual.
