undo is sometimes disabled by default. It seems to be only
binary files that are affected. To produce this problem,
I typed "emacs /usr/local/bin/emacs". Then I pressed the
space bar and then typed "C-x u" to undo the change I had
made. emacs then told me that "No undo information in this buffer".
In GNU Emacs 22.0.50.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars)
of 2006-09-20 on beavis.localhost.localdomain

I can't reproduce the problem with today's build.
In order for C-I as the first character to actually
insert a tab, I have to visit a file (emacs -q ~/foo).
When I do this, undo works properly and deletes the space.
I can't go firther without a precise test case. Please read the Bugs
section in the Emacs manual, which provides guidelines on how to write
a bug report to give us the necessary information so we can fix the
bug.
