So, in the meantime, Emacs will set *two* envvars, EMACS and
INSIDE_EMACS?  That's really ugly.

The transient *is* bigger for this suggestion.  And its benefit would
be to fix a bug that doesn't even exist!  Is there even a single
interactive program using the EMACS envvar that is run from a
Makefile???
