The MIME charset corresponding to the most preferred coding system is
given priority 1 and the rest are given priority 0.5.
Well why not just mention the first and use * for the rest, instead of
the mile long string. Compare lynx's Accept-Language: utf-8,en;q=0.9,*;q=0.5
