The local minor modes are buffer local variables (and more) and are already
toggled from the mode line.  You don't say why you think this is a bad user

Yes I do. From an accessibility point of view it is not good at all.

I suggested the mode-line because each buffer has its own mode-line whereas
there is only one menubar per frame.


I see. But it could be made clear which buffer is handled in the menu entry name perhaps: "Buffer Local Options for some-buffer". But I do not know if that is necessary.
