It can't be correct. See my thread in emacs-devel.
If Rubini and Zimmermann have signed assignments, their names should
not appear as copyright holders. If they haven't, the file should not
be in Emacs, AFAIU.

I have since checked lisp/ subdirs: calc, calendar, emacs-lisp,
emulation and erc.
