Tooltip inconsistencies

Subject: Tooltip inconsistencies

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

In the Help menu, there are no tooltips for the items Emacs FAQ or
Emacs Known Problems.  A tooltip for the Emacs FAQ could usefully
explain what FAQ means; Emacs Known Problems is perhaps
self-explanatory.

In the Tools menu, there is no tooltip for the item Calendar.

In the Options | Show/Hide submenu, the tooltip for the second two
items begins with the word Toggle whereas the first begins with the
word Turn.  They should all use the same word; I don't have a
preference for which it is.

In GNU Emacs 22.0.91.1 (i386-mingw-nt5.1.2600)
of 2006-12-02 on MONOLITH
X server distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (3.4)'
