Yes. From a debugging session:
e (char-syntax ?-)
95 (#o137, #x5f, ?_)

I'm not sure and I couldn't find anything explicitely mentioned in
btxdoc or btxhak.

That would be the progressive approach. Personally I'd prefer adding
"-" as a more conservative way for fixing the bug.
