Please start from emacs -Q, and include the minimum list of settings
and procedures that are needed to reproduce this.

Some specific questions:

Have you set scroll-margin to a non-zero value?

Does the last line on your display show a partially visible line (i.e.
the bottom of the characters are cut off).

What kind of file is visited in the buffer?
What is the major-mode of the buffer?

What font do you use?

And can you try with the lastest pretest (.96)
