Well, I did manage to get it working (see my other note to the list).
I got pointed in the ~/ home direction by one of the fine folks in
irc://irc.freenode.net/irc who pointed out that setting the HOME
environment variable in Windows lets me use the ~/ format.
I'm still getting familiar with Emacs in general and only just trying
to use it on Windows.
Old dog, new tricks and all that jazz.
