Set the emacs-wiki-style-sheet variable in your .emacs:

(setq emacs-wiki-style-sheet "<link rel=\"stylesheet\" type=\"text/css\"
href=\"style.css\" />")

Then place 'style.css' in your wiki output directory (~/WebWiki by
default) and edit it to your hearts content.
