I'm sorry about the inconvenience this has caused you. I introduced
planner-mark-task-hook in dev/411, and gradually moved the other
pieces of advice into planner-mark-task-hook code over the next few
patches. This does a better job of making sure things are run in the
right order. Would you like to try the latest development version, or
do you want me to put together a tarball of stable + some patches?

As a temporary workaround, could you try setting
planner-tasks-never-suppress-fixing-flag to nil if it was previously
non-nil? That should make tasks stay put without resorting...
