This isn't quite right. The old emacs-wiki planner used <notes> as an
index or table-of-contents for the notes on the current page. As
planner-muse, the <notes> tag is used internally for formatting the
'* Notes' section. While this change does add back the ability to
generate a notes index, it also prevents the '* Notes' section from
being published.
The internal <notes> tag should be renamed, or the tag used to
generate the notes index should be renamed to <notes-index> or
something. Also the code for publishing the '* Notes' section need to
be reverted..
