I've had *major* problems where nose was installed into the system
Python, then a virtualenv, without nose, got all confused using the
nosetests in /usr/local/bin.
Put everything in a virtualenv, created with --no-site-packages, then
install nose *into that virtualenv* so it's not picked up by the one
in /usr/local/bin.
I'm almost sure, from the symptoms, that that's the problem.
