You are reading far too much comics :-) This glyph is called `Asterisk'.

No, it isn't cropped. This 3x3 bitmap is the correct monochrome
rendering at this point size. An `uncropped' star would need too much
vertical space.
You might debug the hinting with fontforge to see the details.
