NC = no commerce. Selling things is commerce.

So it seems a bit dubious to me, but I'm not sure if there are magic
legal definitions of "commercial advantage" or "private" which mean
that commercial advantage of private non-profit groups is OK,

It's not a very good commons if you have to beg the landlords
for permission to graze.
