[Gcl-devel] Defpackage - a few fixes - please test

Hi there.

I'm not sure about the origin of defpackage, but it had a few basic problems
now fixed.  Unfortunately I am not an expert so can't test it thoroughly.

Please try it out on some real code and let me know if it doesn't work.
