Argh!  Spoke too soon.  It works OK from the build directory, but "make 
install" fails with:

...
mkdir -p /usr/share/info//../doc
cp -r gcl-si gcl gcl-tk /usr/share/info//../doc
cp *dvi /usr/share/info//../doc
