Greetings!  While I cannot yet confirm the reloc documentation, I've
gone ahead and checked in the algorithm as it has proved quite robust
under testing.  Will continue to try to confirm.

Also checked in a dynamic check for the default timezone, and a default
to the HOME environment setting for ~ pathname expansion and
user-homedir-pathname, following the bash semantics.  These last two are
for acl2 support on autobuilders, where the passwd home directory of the
autobuilder daemon does not exist, and needs overriding at package build
time.
