Kind request to review and merge "partitions_initiation". This is
basically a small refinement on the idea of thread independent
partitioning:
- partitions now can be set only once, to preserve the integrity of
the global storage
- threads and partitions are initialised to unity and user code must
set them explicitly. This is to allow an arbitrary
number of partitions at user discretion. Otherwise they couldn't
be reduced
- small clean up
